Some minor clarifications for the server

Spot priority as follows: Members over NonMembers

The use of the M79 Grenade Launcher has been sanctioned on this server

When a person crashes, the use of "!forcepause" is allowed (Only available by admins).
If the crashed person stays offline, a "filler" may join and is allowed to stay till the "crashee" returns and wants their spot back.

At the start of a Competitive game (no scramble) that teams are balanced so that everyone is happy with the teams.
At the start of a Scramble game, no team balance is needed (because its a scramble game).

There is to be no deliberate "Ladder Blocking". However, jockeying/hunter/charging someone on the ladder is still allowed.

If a tank spawns when there is less than 50% of the map complete, unless agreed by both teams the tank will be slayed. This is to hopefully allow
more playtime or catch up. This applies to both halves. If the first team is unable to reach the tank and it's under the 50% the tank will be slayed in the second round.

Hopefully this will allow for a more fun and playable game for all involved.
