5- Dual universal suffrage, meaning for both the Legislative Council and the Chief Executive

Notable Events Showing Hong Kong Police Misconduct:

2019 21/7 Yuen Long attack
A mob attack that occurred on 21 to 22 July 2019, in Yuen Long, Hong Kong. An armed mob of over 100 men dressed in white indiscriminately attacked civilians on streets with steel rods and rattan canes and attacked passengers in the Yuen Long MTR station including the elderly, children, protesters, journalists and lawmakers. Despite thousands of reports made to the 999 emergency hotline, the police only arrived 39 minutes after attacks and one minute after the mob had left the station. No arrests were made that night. The police inaction, as well as mounting evidence of corruption and misconduct by the Hong Kong police have some citizens accusing the police of failing to protect citizens from being attacked, with some even alleging that the police colluded with the mobs.

2019 31/8 Prince Edward station attack
On 31/8, an incident occured in Prince Edward MTR station incident in which Hong Kong police allegedly indiscriminately attacked passengers during their arrests of returning home alleged protesters in Prince Edward station, on the night of 31 August 2019, after a protest was held that same day. The event was described as the police version of the 2019 Yuen Long attack, and the police have been criticized as acting like terrorists. Rumours have been circulated that at least 6 protesters were beaten to death at the station, but the police have rejected allegations.
