How to install: 

Mod: 
Extract the contents of the zip into Steam\steamapps\common\Team Fortress 2\tf\custom 

Sprays: 
Extract the contents of the zip anywhere within Steam\steamapps\common\Team Fortress 2 and select it in-game in the Options - Multiplayer menu. Preferably, though, extract them to Steam\steamapps\common\Team Fortress 2\tf\materials\vgui\logos (make the logos folder if you don't have it).
