Steam San Andreas Modding?

Hey everyone, I have a question for you that's kindof important:

How does one mod San Andreas? (Steam version)

I'm not looking to make mods of my own, and this isn't just for me either.
I found a mod that is a pack of "playermodels" roughly 15-20 characters in all and then it told me I needed this selector tool, and the selector told me I needed CLEO something... none of it worked and it was frustrating.

Hours of looking for tutorials and nothing to show for it.

Can anyone help me and the thousands of others who are confronted by the same issue?
