It should still function even if ITS only permits a campus-wide server. People on campus are still able to authenticate with Steam, so there is no reason why the server wouldn't be able to. The only problem is that students off campus would not be able to access it. Still seems acceptable given the situation.

I may be able to provide a mid range server... the problem is that if its donated it must be visible to the internet or it defeats the point because then it will be LAN only and no steam games will be fully functional unless the server can call home.

If somebody provides the hardware, ITS said they would be happy to allow a dedicated server. Only problem is it would be restricted to on-campus connections, most likely.
