The rules are you cannot invade an empty country, though you can claim it though you must fight a AI battle for it.

If you attack a country owned by someone else then you must fight them (either yourself or a general) on Empire or Napoleon Total War for it.

Ask the admins (Reza Cyrus, Haile Selassie or Joseph) if you want a country.
