well admins should make some cool mods if they can, put some nice maps on there. The key is to make the server unique. Sometimes its the people that play on that server. For now I suggest everyone go on the server when empty, invite some friends, and it will fill up suprisingly fast. I've given this suggestion to 5 small servers now, and it does work.
