The group is founded in honor of Whipping Tom,

History

"Whipping Tom" was the nickname given to two hero's in London and the nearby village of Hackney. Both would attack women walking alone and beat them on the buttocks, they would sometimes accompany their attacks by shouting "Spanko!"
