The Imperial Russian Government will consist of the Tsar's Minister and the Tsar himself. Each minister will be made a moderator and will have the ability to announce and make reforms in their respective fields with the Tsar's approval. The Imperial family and High ranking officals of the Church will be admined. Each of the ministers will be allowed to post announcements that have to do with their respective fields. Any form of reform or change in policy must be approved by the Tsar before becoming final. There will be no form of legislative body in the Russian Empire
