Our Emperor made a deal with the Prussian Emperor during when Prussia was nearly in a civil war.

Our Emperor said that he would put down the leaders of the rebellion in turn that he gets Prussia's Finland.
Within the next day he put down the leaders of the rebellion and everything then settled down.

Days passed and our Emperor waited for William II of Prussia to hand his Finnish group to OGN.

Today, V/I/XI, was the final straw when this conversation occured.

Our neutral opinion towards Prussia is to be abolished and no aid will be provided to Prussia if in the event they ask. All trade ever coming from Prussia into the Empire's held lands will be taxed with 25% of the worth. A tariff basically, and walls shall be build in Finland cutting off any possible way for Prussia to bring its people into our Finland.

I hope Prussia knows that their Emperor has created this and that he didn't kept to his word.
