At the end of the day, Japanese game developers will always have a strong dislike towards the PC platform and while we cannot tell them to actually like PC gaming, we can at least vote with our wallets and tell them to set aside their negative opinions towards the PC platform long enough to consider porting their next 1-2 games to PC and the only Japanese game studios that seem to take PC gaming seriously are From Software and Idea Factory.
Heck, look at Digimon Cyber Sleuth, that game did great on Console which is why it got a PC port despite having a custom engine (That got rebuilt twice). While Digimon World Next Order didn't do so well, even though it ran on the Unity Game engine. Which is why it shocked me to see Cyber Sleuth on Steam but not Next Order.
The only Japanese games I see that get the level of polish that comes with the territory are the absolutely huge series. Capcom's Street fighter, Konami's Metal Gear, Namco's Tekken, not even Square Enix is free from this problem either, their other Final Fantasy rereleases have a bunch of attributes that don't seem right, while their main BIG titles (13, 14, and 15) have the expected polish that is mandatory for a AAA game to be a AAA game.
While the series like Tekken and Ace Combat are basically guaranteed to make an immense amount of money back due to the ridiculous popularity of those sagas, they can afford to spend a bit of extra money developing for the chaotic platform that is PC. While their less technically advanced games (i.e. Digimon) can safely be ported over to PC with minimal effort and minimal investment.
It also doesn't help that people on consoles outright demand to see the failure of Bandai Namco Studios' PC ports because if their most immediate PC release is to fail, they won't ever make PC games ever again. Thinking that this group is necessary because based on my experience with the PC gaming scene in Japan in the past 7 years, Japanese game developers will always operate with an expectation that fans of ANY of their franchises will like ALL of them, just because they chose to game on PC and this need to "buy x so y can be on PC" is here to stay.
So yea, forgive me if I'm a bit confused on the subject.
The creators of Tales are also the creators of Tekken, SoulCalibur, Ace Combat, Code Vein, God Eater, Scarlet Nexus, iDOLM@STER, Taiko no Tatsujin and Gundam Extreme VS.
It also does not help that the modern re-release of Mr. Driller: Drill Land is likely going to be developed by Bandai Namco Studios, Inc. They're going to expect fans of Tales, Tekken, SoulCalibur, God Eater, Code Vein Ace Combat to like it just because we chose to game on PC.
If we want a Japanese game developer to put their stuff on Steam, then we need to fight for it. Console fans are fighting for Bandai Namco Studios' abandonment of PC gaming, and they're winning right now.

Otherwise, focus on the mission which is to mass-purchasing of Bandai Namco Studios' more recent PC releases, even if you're not a fan.
Unrelated to Bandai Namco Studios, but i figured this might interest you if you want Tri-Ace to make more PC games.
If you know of any Tales, Tekken, God Eater, Ace Combat or Gundam Extreme VS fans, be sure to point them to this group because we're all on the same boat in regards to getting more PC releases from this developer.
I'm not very familiar with Rise of Incarnates, since it's doesn't quite seem like my type of game. But this club, group thing, has inspired me to download it tonight. And perhaps I'll spend a bit of money on it, if it makes it more likely for Tales games to come to Steam.
