The game worked fine when I purchased it before, but when I got a new PC, it won't start. Does this game not work properly on windows 11?

i'm aware that not every game needs to be 60fps, especially lovely indie games like this but.. game is fun and all, but for some reason mine is stuck at 30fps.. this could be me messing something up again.
