Hello, My game look like a mobile phone game... I cant change it in the setting option menu ig

I was trying to play it, but it's unplayable because v-sync is disabled. I can't enable v-sync, "v" does nothing. I see discussions about this problem from previous years. Is there any fix in 2023? Or not yet?
