Can't progress - can't complete task

The deeds are lost, I'm supposed to t"share your concern" with Billie and Julia. I went and talked with Billie, then Julia, then spied on Julia and yet, the quest says: Talk 1/2. I can't talk to either character any more, can't access Storage Room or Buffet ... and I have nowhere else to go. Tried Reception, Staff Room, Basement, Patio, VIP, Business and Economy rooms and my office. Nothing else is available, I can't go into town or anything else....
