How do you accomplish this task at the end of the game?

this looks so sick i cant lie

I found all 3 items for the kite quest but it doesn't let me bring them back to the character in order to continue the game. I'm stuck and idk what to do :(

My bf bought me the DLC with the Joe Cool bundle and I was able to play the 4 DLC mini games and got the extra comics but idk where the Joe Cool skin actually is. I tried looking in every menu and already did a fully completed playthru. I wasn't sure if I was supposed to equip it somewhere or unlock it in game....
