How i can enable manual trasmission?

After a race, the screen with the option to race again or quit to the garage doesn't appear half the time. I play with a gamepad, and it seems I'm not the only one having this issue. It was fine until today. I'm not a regular player, but I do play from time to time. Also, I experience random changes in view from third-person to first-person when I interact with the keyboard or alt-tab while spectating....

I just loaded up EE2023 and my saved game from EE2022 came over intact with cars, etc, unlocked. Will EE2023 become much more different to EE2022?
