how to get events to go off (if you don't want to figure it out by trial and error or reading the event folder)
to get the event which gets you both the trait and culture
- age at least 12
- have trait genius
- not have the trait or culture
- be in a mountainous provence with at least part of the mountain impassable
- be a latin or pre-latin culture
- not incapible
- not refused in the past
