how to actually import map from Cities Skylines to Source engine?
gmod maps are made in the 'hammer editor' and this hammer editor has a limit at which you cannot build out of. This map is way to big for this hammer grid and the only way you could fit this map into the grid is if you shrunk it to about 1/5 of its size; maybe even 1/6.

Im sorry this is not possible

I mean, we got gm_bigcity but that isnt big enough, maybe atleast popular locations of san andreas? like mount chiliad, franklin's house, michael's house (already is a map), vespucci beach, etc.
but not the whole map, source probably can't handle it
