Edit: Going to reinstall all of my addons and only use the ones essential for this mod to see if it fixes

How are the animations broken? It's the standard guard's model there. No animations were edited in this addon (except compability patch for BM: Military and even so there only HECU animations file was edited).
It says override the character_manifest in bmmilitary but i dont know where to go besides the bmce itself.
does it have to do with me not starting the mod from the .bat file but rather custom launching from the base game?
I actually did do that. it was in its own custom. maybe something to do with the base game? because i have mp5 C_hands for gordon freeman in the campaign and i never put those in bmmilitary custom folder.
It's perhaps because my computer refuses to launch the game as a .bat file and i have to code "-game bmmilitary" under the bms launch properties to even open it up. so maybe the key is being able to launch it by itself.
Good* news is your extension works in main bms *but some non hecu characters glitch and look stretchy with fleshy looking clothing.
sorry, im getting off topic. do you know how to configure a windows 11 to launch a .bat file like a game? because for me, it only opens up the .bat panel then shuts off....
you use steam properties or file explorer?
