The ♥♥♥♥ are "Year limit" (Server settings) and "Rare skin chance" (Ammo) supposed to do?

Year limit allows you to restrict weapons created after a certain year.
Rare skin chance for ammo allows the ammo to randomly spawn with different skins, such as Hawaiian and Missing Texture.

Is there any way to set what weapons a NPC spawned by the map will have when I replace NPC weapons?
Its fun seeing what NPCs fight with in NPC arena until they spawn with something they can't really use and just A-pose in place.

No, but if you want to be able to play through the HL2 campaign I'm sure I could cook up a simple addon to make that work for you
