@Nekopawed This is a problem of the base game. Cars drive to their target and then they're searching for the nearest parking lot and when they find one they "fly directly" to it. So you have several options.
1. put the target (park entrance) directly to the parking lot or
2. build the parking lot a little further away from the park entrance or
3. build the drive on the upper side near the entrance
