I believe its not possible to create underground parking garages. It has something to do with the game itself although i havent followed the mechanic for a long time now. I believe UPC 5 has found a workaround and is functional but its the only one around.

I was afraid of that, I have to go and a replace a few of them. I noticed that the game reports that buildings don't need parking when they are around, but if cars don't use them it doesn't solve the cim looking for parking issue. Do any of the underground garages function or are they cosmetic in nature?

Its not a functional asset, so no cars will go use it
