Update:

Played my China Campaign for a few years still no change to building slots, Looks like its not save game compatible. Guess I would have to start a new game to confirm but so far not looking good.

Will keep you updated.

Tried it with my China save game and nothing seems to have changed i'm guessing i'd just need to start again ?
