I don't think you know the definition of crutch.
It's a weapon that makes bad players do good, AND GOOD PLAYERS DO BAD.

You shoud be able to use it as a pole vault, but then you lose the weapon
(the pole vault makes you go higher or something)

My suggestion:

move slower while weilding

i know what the taunt for this should be: the scout would act like he's injured and use the crutch for a few seconds and then he would start holding it like a bat and swing it, 1 hit killing anyone who gets hit

I had a a neat idea.
+25 health
+30% all healing on the wearer
Once wearer is down to 25 health, he cannot attack and runs at a slower pace.
It would be cool that when slow the scout looks like he is useing the crutch.
Maybe he walks as slow as a heavy.

increased speed for scout and slows down enemy upon contact by 35% but does 45% less damage ..

My suggestion:
When equipped: +25 Health
When equipped: User always moves 15% Slower
On Hit: Melee weapons do +50% more damage
On Hit (non melee): Slows target for 2 seconds

Another little idea:
If you kill someone with it (melee), when they respawn they cannot move for 5 seconds (or takes them 5 seconds longer respawn time)

Possible Stats:
+ On hit: Slows down opponent for 1 second
+ Immunity to Slowdown effect (Natasha, Shortstop)
- Damage penalty
- Fall resistance penalty

It should deal 100% crits to enemies under 25% health.
The idea should be that the scout takes the crutch from his victim and beat him to death with it.
