If you want you can edit the Diving Tank yourself so it breaks down into Scrap metal its very easy to do.

Navigate to the Diving_Tank folder you can find it in SteamLibrary\steamapps\common\Unturned\Bundles\Items\Backpacks

once there open the file called Diving_Tank.dat with notepad or notepad ++ and look for this line of text

"Blueprint_0_Product 66" and change the number 66 to 67 (the code for scrap metal) then click save.

You can do this on your Dedicated server if you have FTP access to the server files, the change will make all players be able to scrap the Diving Tank into somthing more sensible then cloth.
