Cant you start with a vanilla lamppost, then add just a model of the signs, and position them appropriately? Or perhaps even just place your own lamppost model "over" the vanilla lamppost?

Unfortunately it is not possible to add light emission to the prop in the same manner as the lampposts that came with the game.

Sadly your street lamp does not emit any light, causing your parks to be dark at night.
