Well, usually because of the police won't call the military for help unless the situation is really bad.

Given the size of the base It would look to be an army reserve, not big enough and lacks proper equipment to be full military facility. A full barracks might be nice.

You might want to rename this as a local Army Reserve / National Guard facility. In small cities in the US they are in or close to the downtown area and in larger places near a fairgrounds or airport.
