Might I suggest first resubscribing to it and if that doesn't work, open up the ingame console and type "snd_restart" without the quotes to refresh all of your sound mods.
I haven't played in a while although I remember having touse that command for many sound mods to work in the past.
If that works for you, I'd also suggest to bind that command to a key so you dont have to type if every time you start up the game. (i.e. open console and type "bind snd_restart x" and just replace "x" with whatever key you'd like to bind it to.
Other than that I'm unaware of any other ways to tackle the issue, you could try to find the file for it and delete it manually as well under "C:\SteamLibrary\steamapps\common\insurgency2\insurgency\insurgency\custom\workshop" and delete "379581632_operationbrief2.vpk.sound".
