I'm not sure, I think if you already have shopping squads roaming, yes, if you don't, then it should be effective with new spawns.

It changes the new traders added by Living world : they were not set as Wandering town to town and they were not set as traders, so they had some odd behavior and sometimes you had those new traders (Tech Hunters ones for example) that were just staying idle in front of your home. Now they wander again, and they still can stop at your outposts and buy some stuff on your shop counter if you have some. It's a temporary fix, I want to dig deeper in the mod to try to update them because for now they just have 5000c and can buy stuff, but they don't sell anything.
