Can you mod override the original spawn settings so that they will not spawn on containers and only in the buildings?

Yeah, a mod where you have all your 'x thing in x place' in one mod because organiziation and less mod clutter (people like me with 300+ mods, and that's without having all of KI5's 36 car mods)
