In my game the reticle is not centered and its very low down. Its only like that on this rifle, its centered on all of my others.

Well if you look closely there's "auto" on the fireselector, so it has automatic firing in game
Assume it as someone takes a Daniel Defense Rifle and modifies it to shoot full auto

I was dumb that I use tfa method of adding sounds which you actually need tfa base for that, I just changed the way to add sound
