install VTFedit
Go to Steam\steamapps\common\SourceFilmmaker\game\workshop\materials\models\thekins\water folder
open one of the fx_water vmt you are using
chane "textureScrollRate" 0.1 to 0
you win

Why does it move?
Why is there no way to stop it moving!
Motion blue makes it look like ass!
Even when I disable motion blur, the model blurs in final renders and it looks like ASS!

Digi just add scale control to root and you can make an ocean, also remap slider value if necessary for an even larger one.
