Unfortunately locked behind elementary school population..... :( ... Unlock all mod doesn't include this and some other unique buildings for some reason. Really don't want to install Game Anarchy because its "do everything" mentality throws conflicts with lots of other mods, but it doesn't do the job as well as many of them.

Not only do i play Cities Skylines, i also play the communist version, Workers and resources: Soviet republic, and i saw this same mod on there. Subbed to both ;)
