This is a really well made character, dude!
It's really fun, and I can't wait to play against real people with him, haha
I think the only recommendation I would do is that I would make his neutral special do less damage, or at least make it charge more (Maybe have a charge based on how many stars in the dipper formation equal more damage?)

Otherwise, he's very fun!
