Playing w/o WotC, there's no radio effect. The volume is loud and very clear.

The Scarlet Lake VO pack does have the radio effect, though.

It plays for me when I use single pistol as primary weapon and pick "Suspicious" attitude - but can't say for 100% it is in Xcom or some mod added it.
