Honestly guys I don't know what to tell yall... It does the same to me as well my GPU (RX 580) is at 100% If I turn the settings to low and set at 30 FPS it goes down to 50% not sure why. I do not have much knowledge on the technical side of Wallpaper engine... sorry :(

having some issues just this this one, mouse stutters when I focus the wallpaper, I don't think my computer is the issue GTX 970 and an R5 1600 16gb ram
