Finally found solution: if you don't want to mess up your mountains with roads and cars, you can use building spawn points mod. Place the cable car stop building to your mountain, then go to spawn point settings and move the point to closest road or wherever you want. You must also set the height offset. To get offset you can use level terrain tool. Select it and right click on your stop, then do the same for the place where you moved your spam point, then just calculate the difference. Don't forget it's a negative number. Now it should work!

I didn't expect to use it without a road connection. It is the same as the regular Cable Car Stop, only without the flattening feature.

The idea is great, but unfortunately it doesn't work as expected. It requires road connection, it have parking lots and it can have high crime rate, so you'll get it when you don't have real road connection. I removed parking lots with BOB mod and connected to a zonable pedestrian road, but don't have idea how to solve the high crime rate issue.

Thank you! It seems like C:S devs make all the things that don't need to flatten terrain actually flatten the terrain and vice versa :/ :steamsalty:
