I would update it as is without playing the game but I don't know how much has changed in the OWB code so I'd have to play a bit, then look at their code, then change it. Sorry for the inconvenience to anyone who used the mod if it's outdated/doesn't work anymore.
OWB already has a built in option to level up technology levels

@cole ignios. Do you run any other Old world Blues mods alongside this one? If not I'll look into one thing that I assume could be causing it, but chances are it's not because of my mod, since I've not really modified anything that would be of essence enough to cause any errors.
