There are many cannibal mods out there, and even though this one adds separate cannibal factions to the game and gives you the chance to first take over the cannibal areas, and then move onto the rest of the world, I think that there might be other mods that already indirectly allow you to do that.
With this in mind, the diplomatic aspects of this mod might create an unnecessary competitive situation, where the only ones to needlessly suffer are the players.
I suggest that you try the limited version of this mod, which adds the cannibal mechanics without almost any dependencies on any of the game files, which means that every other mod will work with that one.
If another mod edits the cannibals in any way, they will think they are at war with the player faction,
If you can give me a list of the other mods you're using I can tell you which ones might cause this issue.
