I know you probably figured this out, but to answer your question via experiementation, no it does not give stat and skill points for previous level ups, it only gives it for future level ups.

Do the points catch up on existing characters. Meaning, if I have a level 20 already created, will it give them 40 points for skills, or will it only give 2 on future levels and not make up for previous levels where I did not have the mod? Thanks!

Torchlight does not check for a maximum stat or skill points. It is capped through your level and fame. You will keep gaining both until you reach level 100. Remember, you also will gain two points per fame game instead of one also - leaving you with plenty of points to invest in the skills you want.
