Means it only needs to be on the clients side, a client is the person downloading it, meaning if you play multiplayer only you need this, it wont work for other people unlessthey have it too, if someone else can explain it better please do

i would make it cost 15, the cooldown to 4.5 and the blinks twice as long and it uses energy then it would be balanced
oh and halve the distance

perhaps you could allow it to actually blink through walls. Like, closed doors and what not. I'd find that useful for getting through towns and whatnot... v.v
