Something is wrong for me when I look in source vehicles its not there, I uninstalled it, reinstalled it, disabled it, enabled it, either this is an issue on my end or it's the mod's end.

Probably they removed it in one of the updates in the following years, judging by the style i believe it wasn't an "official" model by Valve and didn't showed up in any map, I found it in the prop folder while searching the models files for vehicles

The General Lee has an innacurate flag model the inside is supposed to be red not orange.

most of the "different" models are just different skin of the same model, in Garry's Mod you can select the skin from the context menu in this way:
1. look at the vehicle you wish to change skin
2. press and keep pressed c (or what you have set for your context menu)
3. right click on the vehicle
4. from skin choose the skin you will
