Hotfix for 1.3.1

Version 1.3.1: Bugfixes and Cosmetics.

Bugfixes:
- Fixed a bug regarding the new Nationalist Spain event chain.
- Fixed a missed is_triggered_only in the Reichkomissariat Wolga events
- Fixed the East Hebei Autonomous Council not beeing properly puppeted on game start.
- Fixed Menkukuo and Manchukukuo not beeing the right level of autonomy on game start.
- Fixed the navies of Italy and Great Britain not appearing due to a hystory file error.

Cosmetic changes:
- Changed the Satellite Denmark, Sweden, England (if Reichprotektorate) and German Siberia color to the Reich color.
- Changed the map color of Japanese Malaya and Japanese Indonesia to Japan colour.
- Changed the flag of the Reorganized Government of the Republic of China to it's navy ensign to better fit the flag dimensions and aspect.
