MINI PATCH, no number increment
- Potential bugfix for Slavers
- Added Merc to Holy Nation Robot (these wander around Wend, Okrans Valley and the Northern Coast)

- Merged the Rewrite Patch into the main mod with minimal changes.
- Restructured the internal of the mods to be more specific in how it assigns packages; some recruitment packages may have changed for generic NPCs.
- Assigned a few more generic NPCs that were missing packages a package.
- Wrote Skeleton Bandit package, fully functional with quest-like branching.
- Wrote Crab Raiders package, fully functional with smaller quest branching but simpler requirements than prev.
- Wrote Mongrel Crazy package. Simple package, simple requirements.
- Fixed Gurgler infinite fish loop. (hopefully)
- Minor fixes and tweaks to several packages in condition assignment and lock/unlock on UC Sam.
