RP_Construct_B5 hotfix

- Added cubemaps in new room under lake overhang
- Fixed PD garage door clipping into staircase
- Fixed all func_brush, func_button, and prop_dynamics to not be physgunnable
- Added lightswitch sound to all lightswitches
- Fixed nodraw visible under jail cell doors
- Fixed clipping material in staircase above credits room
- Fixed PD balcony door clipping through the floor
- Fixed nodraw visible under spawn garage door

RP_Construct_B5 release

- Added tunnel system connecting, spawn garage storefronts, new building space near PD, mirror room, former original dark room, with entrances/exits at the platform above the lake, near spawn tower, and the hill near the lake tower.
- Performed complete interior overhaul of PD, with a notable addition of a garage.
- Added room under lake platform
- Added light switches to the original dark room and new building space
- Fixed invisible wall in color/paint room
- Fixed gap in wall at color/paint room near doorway
- Fixed misc. lighting issues around the map
- Improved visleaf optimization primarily around tunnel(s)
