Added Fortress as one of the building requirement list for buildings to be build.

Due Paradox changed capital upgrade list to be limited to vanilla buildings only I temp changed requirements to from the need of upgraded capitals to strongholds to make buildings work on Custom made capitals like in Real Space - Planetary Stations.

Rest is still behind tech so you wont see much change other than you need build stronghold first now.
