Add an option to format times as either real time (2m20s) or in-game days (1.23 days).
Add an interceptor API for other mods to modify announcements, and some time formatting functions to help with custom ones.

Add support for announcing Wolfgang's Mightiness
Add support for announcing WX-78's upgrade circuits (this one was pretty complicated, let me know if you run into issues)
Wolfgang mightiness and Abigail announcements now use the :flex: and :abigail: emoticons if unlocked.
Wormwood now has Spanish lines (thanks oPt!)

Other changes:
- Tweaked WX-78's wetness lines so that he no longer calls 15%-35% tolerable (because he takes damage and loses charge there now).
- Fixed controller hints for moisture/boats; removed controller binds for Inspiration/Mightiness/Log Meter/Abigail, because it's taken by the boat now. Might need a more scalable system for this, but right now we're low on buttons.
