Changed the admin menu to use a SLAM model that is compatible with custom player models

- Fixed elementalist's upgraded midnight overlay not activating if it triggered on the first shot
- Fixed elementalist's upgraded midnight overlay not being full-black
- Fixed elementalist's midnight ability always going full black instead of dimming based on damage
- Fixed error in soulbound ability when beenade not installed

Added short description to the Soulbound

- Fixed errors in admin menu caused by it not being closed when the round moved to a state where the player was no longer an admin and no longer had the weapon
- Fixed spectators showing in the admin menu target lists

Changed to use workshop resource downloading to fix missing textures and models when a user isn't subscribed to this addon
