Fix applying a random upgrade erroring if no upgrade is enabled or exists for a weapon

Upgraded artillery cannon now has much less delay before it starts shooting

- Upgraded flashbang now only lasts for 20 seconds
- Change it with added pap_blinding_grenade_seconds_duration 20 convar
- Added new screen fade in/out effects to the upgraded flashbang
