Nerfed the upgraded Death Note's quicker kill time, by default it is now 24 seconds

- Made death note upgrade description clearer
- Fixed name of upgraded hot potato to not be covered by ammo count
- Fixed lua error when trying to give the upgraded hot potato back to the original owner
- Fixed the owner not being immune to the upgraded hot potato's explosion

Added new, simpler, and more powerful upgrades for the Death Note and the Hot Potato

Fixed the upgraded Admin Menu changing your role on the next map when using the "forcenr" command, even if you successfully had your role changed by the command on the previous map

The PaP is no longer randomised away if Custom Role's shop randomisation is used. It will always appear in the shop/buy menu

Disabling an upgrade for a generic weapon now defaults to applying generic upgrades, unless generic upgrades are disabled
